China Youth Daily client, Beijing, March 7 (junior reporter of China Youth Daily · China Youth Network: Yang Jie) At the 2023 NPC & CPPCC National Committee Annual Sessions, Ding Huafeng, a member of the CPPCC National Committee and dean of the School of Mechanical Engineering and Electronic Information of China University of Geosciences (Wuhan), suggested that “dual system” for mutual credit recognition between universities and enterprises should be implemented in new engineering or other majors with more practical courses, that is, a joint training model oriented to scientific research should be established, and the professional teachers of applied courses for new engineering shall be experts from enterprise, while the teachers of general knowledge and theory courses shall come from colleges and universities. Enterprises will set up project tasks, the students who participate in and complete the project will be given credit certification recognized by the university and enterprise, and a designated certificate will be issued.
Ding Huafeng mentioned that the employment difficulties of college graduates are mainly in the “pain point” of structural contradiction between supply and demand. On the one hand, there is a contradiction between graduates’ job expectation and actual demand. On the other hand, there is a structural contradiction between the supply of college graduates and the demand of society. There is still “blocking point” in university-enterprise cooperation.
Ding Huafeng suggested that we should establish a “dual system” university-enterprise cooperation mechanism. The “dual system” entity mainly refers to enterprises and colleges and universities, which operate the “dual system” from teachers, students, teaching content, teaching place, funds, textbooks, credits, etc.
He suggested to establish an university-enterprise alliance led by industry and leading enterprises to promote the in-depth integration of universities and enterprises, with the core of improving the quality and level of science and technology and talent supply. Promote colleges, universities and secondary schools to “form joint forces to serve as a group” through government-led and collaborative efforts; promote colleges and universities, industry enterprises, scientific research institutes, and local governments to “cooperate closely and develop together”; promote the transformation and upgrading of industry and trade as well as the cooperation between universities and enterprises in an interactive win-win situation, so as to make contributions to regional economic and social development.
Ding Huafeng mentioned that it is difficult to get rid of the traditional thinking and habits of running a school when colleges and universities take the lead in establishing an alliance. We should take the industry as the leading role and let the leading enterprises in the industry take the lead, so that the construction and development of the alliance can be more effective and truly realize the deep integration of industry and education.
Ding Huafeng suggested that an industry association regulatory protection system should be established. Industry associations, such as business industry association and light industry association, shall supervise the university-enterprise alliance and the “dual system” university-enterprise cooperation mechanism to protect the rights and interests of college students.
He also proposed to further improve the industry development and talent training steering committee system, establish a docking mechanism between industry development and talent cultivation in universities, absorb the priority system for construction of key emerging industries with more employment opportunities, and carry out joint professional pilot projects between universities and industry.
