I. Company Profile

Chang’an Communication Technology Co., Ltd. was established in February 2002, and its predecessor was Chang’an Communication Clearing Co., Ltd. When it was established, it mainly managed the Chinese equity of Alcatel Shanghai Bell Co., Ltd on behalf of the Ministry of Industry and Information Technology.

On September 12, 2012, with the approval of the Ministry of Finance and the Ministry of Industry and Information Technology, the company became a wholly-owned company of the National Computer Network and Information Security Management Center (hereinafter referred to as the Internet Emergency Center, CNCERT), and officially changed its name to Chang'an Communication Technology Co., Ltd. With the support of CNCERT, New Chang’an has developed rapidly into a well-known high-tech enterprise in the field of network information security with the strategic core of “mastering core technology, stabilizing high-end talents and establishing a strong research team”.

In 2018, as CNCERT was transferred to the Office of the Central Cyberspace Affairs Commission, the company became an enterprise under the Office. On the basis of continuing to do well in traditional business, the company focuses on the “3+1” work pattern of the Office of the Central Cyberspace Affairs Commission, carries out system integration, software development, operation and maintenance and data service related business for the Office of the Central Cyberspace Affairs Commission, CNCERT, as well as local Internet Information Office, communications, public security, tourism, statistics and other departments in combination with its advantages in national network and security big data processing and in the design, integration, research and development and operation and maintenance of important information systems related to national network security and information security, so as to contribute the wisdom and strength of the Company to promote the construction of China’s “network power” strategy.

Chang’an Communication has passed the certification of high-tech enterprises and software enterprises and ISO9001 quality system, has obtained the Class-A qualification for classified information system integration/software development and Class-A qualification for operation and maintenance of classified information system, and has obtained a number of software product registration certificates, computer software copyright certificates and the title of Grade A tax credit enterprise. In October 2015, with the approval of the Ministry of Human Resources and Social Security of the People’s Republic of China and the National Postdoctoral Management Committee, Chang’an Communication established the post-doctoral research center. The Center cooperates with Peking University, Tsinghua University, Beihang University, Beijing University of Posts and Telecommunications, University of Science and Technology Beijing, and the Institute of Information Engineering, CAS, and many doctors have come to the center for scientific research.
