Announcement on the Selection of Talents for the "Talent Training Program" of State-Owned Assets Supervision and Administration Commission of Hunan Provincial People’s Government in 2022

In order to thoroughly study and implement Xi Jinping's thought of socialism with Chinese characteristics in the new era, implement the spirit of the central talent work conference, promote the high-quality development of enterprises under the supervision of Hunan Province (hereinafter referred to as "enterprises"), and vigorously discover and reserve young cadres for enterprises, we now openly select talents for the "Talent Training Program" of the State-Owned Assets Supervision and Administration Commission of Hunan Provincial People’s Government (SASAC) in 2022. To successfully complete the talent selection, the relevant matters are here announced as follows:

I. Selection targets

The talents of "Talent Training Program" of SASAC refer to the outstanding fresh graduates with bachelor's degree or above in general higher education, who are selected by enterprises from colleges and universities and sign labor contracts with enterprises under the organization of SASAC.

In the year of 2022, there will be 23 provincial state-owned enterprises participating in the talent selection for "Talent Training Program", and the number of selection will be determined through overall research in the light of the actual situation of the enterprise talent team construction.

II. Selection conditions

(I) They should have the nationality of the People's Republic of China.

(II) They should study Xi Jinping's thought of socialism with Chinese characteristics in the new era, have good political quality and people-oriented sentiment, enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve "two safeguards".

(III) They should have firm ideals and beliefs, excellent character and academic performance, and always perform well. They should volunteer to work at the grass-roots level, be willing to bear hardships, be willing to dedicate, and obey the organization assignments.

(IV) Fresh graduates with a bachelor's, master's or doctorate degree (graduating between January 1, 2021 and July 31, 2022). The graduates from domestic colleges and universities must obtain nationally recognized graduation and degree certificates before July 31, 2022, while graduates from foreign colleges and universities must obtain foreign academic degree certificates issued by Chinese Service Center for Scholarly Exchange (CSCSE) before July 31, 2022.

(V) Undergraduates should be under 26 years old (born after January 1, 1996), postgraduates should be under 29 years old (born after January 1, 1993), and doctoral students should be under 32 years old (born after January 1, 1990).

(VI) They should be in good health.

III. Selection procedure 

The talent selection procedure for this Talent Training Program includes registration, qualification examination, interview, investigation, physical examination, publicity and employment.

(I) Registration

1. Registration period: November 29, 2021 to December 19, 2021.

2. Registration method: please log in to the online registration system (http://campus.51job.com/ypjh2022) to register. Each applicant can apply for two positions. The positions should not be modified after the successful submission of the registration materials.

(II) Qualification examination

At the time of registration, the online qualification examination will be conducted for the registration information submitted by the applicants, and the best ones shall pass. Those who pass the examination shall participate in the interview, and those who fail to pass the qualification examination shall not be notified separately.

Qualification examination runs through all links and the whole process of selection. Matters related to qualification examination of other links will be notified separately.

(III) Interview

After passing the preliminary qualification examination, an on-site interview will be held. The specific time and place of the interview will be notified separately. At that time, you must bring the original of your ID card to the interview. If the on-site interview cannot be held due to the epidemic situation, the interview method shall be determined after further study.

(IV) Investigation

The proposed objects to be investigated will be determined according to the interview. The enterprises will go to the colleges and universities where the objects study for on-the-spot investigation. The investigation is carried out by means of individual conversation, access to archives, background investigation, etc., mainly to understand the political quality, moral conduct, academic performance, professional quality, social practice, discipline and law-abiding of the investigation objects. If the on-the-spot investigation cannot be conducted due to the epidemic, the investigation method shall be determined after further study.

(V) Physical examination

The physical examination subjects will be determined according to the investigation results and will go to Changsha together for physical examination. The physical examination standard shall be implemented in accordance with the relevant policies and regulations on the recruitment and physical examination of civil servants.

(VI) Publicity

Based on the comprehensive interview and investigation, study and determine the list of personnel to be employed, and publish it on the website of SASAC, the websites of relevant enterprises and the “official website of 2022 Talent Training Program” (http://campus.51job.com/ypjh2022), with the publicity duration of 5 working days. If there is no objection at the expiration of the publicity period or the problems reflected do not affect the employment, the selection enterprises shall sign a tripartite employment agreement for college graduates with the students themselves in accordance with the provisions.

(VII) Employment

The target to be selected should register at the enterprise on schedule with the graduation certificate, degree certificate and employment registration card, and go through the employment and entry procedures.

In case of any of the following circumstances, the employment qualification will be cancelled:

1. There are violations of laws and regulations;

2. There are fraud, academic misconduct and moral conduct problems;

3. Disobedience to the allocation and assignment of the enterprise;

4. Those who cannot get the graduation certificate, degree certificate or the certification of foreign academic degree issued by the Chinese Service Center for Scholarly Exchange (CSCSE) before July 31, 2022.

5. Failure to submit relevant information as required and to register on time.

6. Other circumstances stipulated by relevant laws and regulations that are not suitable for selection.

IV. Training management

1. Focus on tracking the training of talents in the "Talent Training Program", establish corresponding talent training management archives, and timely include the education and training, assessment and investigation, rewards and punishments of talents in the "Talent Training Program" into the archives.

2. Establish a care and concern system to provide assistance or convenience to the talents of "Talent Training Program" and their spouses and children in social security, housing purchase, schooling, etc.

3. Promote multi-post and multi-level practical training, formulate training plans and measures for talents of "Talent Training Program" one by one, and consciously arrange them to receive training at the grass-roots level in difficult conditions and complex environment, so as to improve their abilities, and the training time at the grass-roots level is generally not less than 2 years; if conditions permit, they shall also be arranged to participate in the key work and tasks.

4. Establish a key employment mechanism, and timely select outstanding talents of "Talent Training Program" who have outstanding achievements, are recognized by the masses and meet the job requirements to key positions such as enterprise management, scientific research and technology, etc.

5. Establish a training mechanism, and regularly train the talents of "Talent Training Program" every year.

V. One-off living allowances

For talents listed in the Talent Training Program of State-Owned Assets Supervision and Administration Commission of Hunan Provincial People’s Government, doctoral students will be provided with a one-off living allowance of RMB 60000 Yuan, master students will be provided with a one-off living allowance of RMB 40000 Yuan, and undergraduates will be provided with a one-off living allowance of RMB 30000 Yuan.

VI. Others

The talents listed in the “Talent Training Program of State-Owned Assets Supervision and Administration Commission of Hunan Provincial People’s Government should make a commitment to serve the enterprise for more than 5 years

There is no registration examination fee or physical examination fee for this selection.
