According to the spirit of the relevant documents and notices of the Ministry of Education, in combination with the requirements on epidemic prevention and control and the actual conditions of admission of CUG, in order to do a good job in admission of doctoral candidates in this school in 2021, this scheme is formulated and announced as follows:

I. Basic requirements on re-examination

1. Support the leadership of the Communist Party of China, have good moral character, abide by laws and regulations, and meet the requirements of physical examination prescribed by the state.

2. Adhere to the principle of "admission according to need, enrolling only those who are outstanding, less but better ", and adhere to the principles of equity, justice and publicity.

3. On the basis of comprehensive examination, stress the assessment of professional quality, scientific research ability, practical ability, innovative spirit and comprehensive quality. Before the examination, the examinee shall sign a letter of commitment on good faith. The assessment of ideological and political quality and moral character is one of the important assessment contents, and those who fails will not be admitted.

4. Bachelor-straight-to-doctorate student  has taken the re-examination at the stage of re-examination for the recommended exam-free candidates, so it is not required to take this re-examination; the successive postgraduate-doctoral student, the candidate for doctor’s degree in advance and the “application-assessment” candidate with examination qualification passing the qualification examination will directly take the reexamination. See the following table for the  list of the candidates.

(II) Qualification examination

1. List of qualification examination materials

（1） Second-generation ID card;

（2） Original of master's graduation certificate and master’s degree certificate (fresh  graduate shall provide the online student status verification report of the Ministry of Education, and those who cannot obtain the graduation certificate and degree certificate before entrance will be disqualified. Foreign degree holders shall provide foreign degree authentication certificates issued by Chinese Service Center for Scholarly Exchange of the Ministry of Education);

（3） Original undergraduate graduation certificate and degree certificate;

（4） Original of certificate for foreign language proficiency;

（5） Original of re-examination notice (download from doctoral admission system);

（6） Political examination form of graduate students' ideological and political performance (See the annex for the template);

（7） For in-service student who is pre-assigned to a specific post, he/she shall provide the certification that the personnel department of the unit approves  his/her full-time study for the doctoral degree in four years; for the in-service students who is not pre-assigned to a specific post, he/she shall provide the certification for termination of labor relation by the unit (candidates can provide it at the proposed admission stage). (See the annex for the template).

（8） Those who do not meet the requirements for entering for the exam will not pass the qualification examination. All qualification materials must be original. Those who fail the qualification examination will not be re-examined.

2. Time and place of qualification examination

Time: May 6, 2021, 3:00-4:00 p.m.

Place: Room 511, No. 2 Teaching Building

Candidates shall bring qualification examination materials and screenshots of re-examination fees paid through the platform for check-in in this School and for qualification examination.

(III) Re-examination payment

According to the pricing document, the re-examination fee is RMB 100 Yuan/person. Payment platform website: http://pay.cug.edu.cn/xysf/ (Account number is ID card number, and the password is the last six digits of ID card).

(IV) Re-examination content

1. Background assessment: An assessment team composed of 6 experts is set up to conduct the comprehensive and independent assessment and scoring according to the application materials submitted by candidates. Examine the examinee's ability to comprehensively apply the learned knowledge, scientific research and innovation ability, the understanding of the frontier fields and the latest research trends of the subject, and evaluate the examinee's basic quality, scientific research potential and innovation ability, give background evaluation results and give written evaluation opinions. Those who fail to pass the background assessment are not allowed to enter the next step, and their score adopts the centesimal integer.

2. Examination of disciplines and specialties: the examination form is written examination of basic theoretical knowledge of specialties. The examination scores of disciplines and specialties are percentile integers.

3. Comprehensive interview assessment: including foreign language proficiency assessment (accounting for 20%) and comprehensive quality assessment (80%). The report (the report time is 6 minutes) shall be in the form of PPT, and the time shall not be less than 20 minutes. Comprehensive interview result will be in centesimal system (the result shall be rounded up to 2 decimal places), and those who fail will not be accepted.

（1） Foreign language proficiency assessment: assess the candidate' foreign language application ability, mainly including foreign language writing, literature reading and translation ability. It will be carried out in form of interview. Foreign language proficiency test score is in centesimal system.

（2） Comprehensive quality assessment: the professional assessment group will assesses the subject background, professional accomplishments, academic level, scientific research ability and innovation potential of candidates in an all-round way. Comprehensive quality assessment score is in centesimal system.

(5) Time and place of reexamination

1. Written examination time: 8:30 -10:30 am on May 7, 2021

Written examination place: Room A0201, East Teaching Building

2. Comprehensive interview time: May 7, 2021, 1:00-17:30 pm

Interview place: Room A0404 & A0408 East Teaching Building 

Instructions for interview: Please rest in the waiting classroom (Room A0408) and keep the classroom quiet. Candidates are requested to wait outside the classroom of the prescribed interview room in advance according to the interview sequence, and one person should take the exam indoors. Leave the classroom after the interview.

(6) Total score of the retest

Re-examination total score = comprehensive interview assessment score (Accepted background assessment score and discipline assessment score are the  prerequisite for admission, and the qualified score is 60 points), and the re-examination total score is 100%, rounded up to 2 decimal places.

IV. Admission Rules

1. The successive postgraduate-doctoral students and the candidates for doctor’s degree in advance will be admitted after passing the reexamination. "application-assessment" candidates for Ordinary plan (including the special plan for ideological and political backbone) will be admitted according to the total score of reexamination combined with tutor enrollment plan from high score to low score. Candidates who pass the re-examination of the high-level talents program for the backbone of national minority are determined by CUG whether they are admitted or not.

1. Candidates who have one of the following circumstances will not be admitted or disqualified

(1) ideological and political quality and moral character assessment is unqualified.

② The background assessment is unqualified.

③ The comprehensive interview examination fails.

(4) Do not take the reexamination or fail in the reexamination (reexamination score below 60 is unqualified).

⑤ Not publicized in the proposed list of candidates to be admitted.

⑥ The candidate who intends to be admitted for a specific pre-assigned post fail to submit orientation agreement on time, and candidates who are admitted as non-orientation fail to transfer the archives on time.

⑦ Failure to submit the required materials such as degree certificate or graduation certificate on time.

⑧ Providing false information.

2. The archives of the previous students who intend to be admitted for a non-specific pre-assigned post shall be transferred to this School before June 20, and fresh graduates can transfer the archives after graduation; students who are pre-assigned to the specific posts such as job-directed students and in-service students as the backbone of the national minority do not need to transfer the archives. If you fail to go through the proposed admission procedures within the time limit, the candidates will bear the consequences.

3. After publicity for 10 working days without objection, this School will submit the proposed admission list to School of Graduate according to the enrollment plan issued. All proposed admission lists must be reported to the Ministry of Education for examination and approval before they are officially accepted.

V. Others

1. Candidates are requested to do a good job in epidemic prevention and control according to territorial requirements. Candidates must monitor their own body temperature before the exam. Only when their body temperature is normal (lower than 37.3) and they hold the green code of "health code" of each province and city can they participate in the second interview. Candidates enter the campus with their ID cards, original re-examination notice, "health code" green code and normal temperature monitoring. All candidates bring their own disposable medical masks. In addition to the removal of the mask in the identity confirmation process, it should be worn throughout the whole process for personal protection.

Annex 3: Template of certification for termination of labor relationship
