Work Scheme for Second-Round Examination and Admission of Doctoral Candidates of the School of Mechanical Engineering and Electronic Information in 2023

According to the spirit of the relevant documents and notices of the Ministry of Education, in combination with the actual admission conditions of CUG, in order to do a good job in admission of doctoral candidates in 2023, this scheme is hereby formulated and announced as follows:

I. Basic Requirements of Second-round Examination

1. Uphold the leadership of the Communist Party of China, have good moral character, abide by laws and regulations, and meet the requirements of physical examination prescribed by the state.

2. On the basis of comprehensive examination, stress the assessment of professional quality, scientific research ability, practical ability, innovative spirit and comprehensive quality. The assessment of ideological and political quality and moral character is one of the important assessment contents, and those who fail will not be admitted.

3. Adhere to the principle of “admission according to need, enrolling only those who are outstanding, less but better”, and adhere to the principles of equity, justice and publicity.

Offline on-site assessment will be adopted, and the whole process of the second-round examination is recorded and videotaped.

IV. Arrangement of Second-Round Examination

(I) Qualification examination 

1. List of qualification materials

①Second-generation ID card;

②Original and photocopy of master’s degree certificate (Fresh master graduates must provide the online degree certification report of the Ministry of Education, and those who cannot obtain the degree certificate before admission will be disqualified. Foreign degree recipients must provide a foreign student status and degree certification letter issued by the Chinese Service Center for Scholarly Exchange);

③Original and photocopy of foreign language proficiency certificate;

④Personal resume (See Annex 1; 6 copies in paper form), covering your university academic record, graduation thesis, scientific research achievements, etc., reflecting the candidate’s past academic performance, daily performance, scientific research ability, comprehensive quality and ideological and moral character. It should be submitted to the interview staff before the interview. The resume must not contain any form of personal contact information such as phone, email, etc. Otherwise, it will be regarded as suspected cheating and disqualified from the second-round examination.

⑤“Review Form of Ideological and Political Moral Performance for Doctoral Students” (See Annex 2 for the template of a doctoral transfer letter and political examination form). After filling in, the candidate shall seal, scan or take photos to upload. The stamped version should be submitted to our school at the latest before the announcement of the proposed admission.

⑥On-the-job candidates who apply for non-targeted training must provide proof of termination of employment relationship by the unit, and the on-the-job candidates who apply for targeted training must provide a certificate from the unit’s personnel department agreeing to take off four years to study for a doctoral degree. For those who provide false information, they will be disqualified from the second-round examination;

⑦Handwritten “Commitment to Integrity and Confidentiality in the Second-Round Examination”;

⑧Other supplementary materials.

2. Time and location of qualification examination

Time: 4:00-5:30 p.m. on May 12, 2023;

Location: Conference Room 502 of No. 2 Teaching Building

(II) Content of second-round examination

1. Background assessment: An assessment team composed of at least 3 experts is set up to conduct the comprehensive and independent assessment and scoring according to the application materials submitted by candidates. Examine the examinee’s ability to comprehensively apply the learned knowledge, scientific research and innovation ability, the understanding of the frontier fields and the latest research trends of the subject, and evaluate the examinee’s basic quality, scientific research potential and innovation ability, give background evaluation results and give written evaluation opinions. Those who fail to pass the background assessment are not allowed to enter the next step, and their score adopts the centesimal integer, with a full score of 100 points.

2. Comprehensive interview assessment: including foreign language proficiency assessment and comprehensive quality assessment. The time shall not be less than 25 minutes. Comprehensive interview result will be in centesimal system (the result shall be rounded up to 2 decimal places). 

(1) Foreign language proficiency assessment: assess the foreign language application ability by interview and randomly selected questions, mainly including foreign language writing, literature reading and translation ability. Foreign language proficiency test score is in centesimal system, with a full score of 100 points.

(2) Comprehensive quality assessment: the professional assessment group will assess the candidates’ subject background, professional accomplishments, academic level, scientific research ability and innovation potential in an all-round way. It examines the candidates’ ideological and political qualities and moral character, and comprehensively assesses their mastery of theoretical knowledge and application skills in the discipline (specialty), their ability to discover, analyze, and solve problems using the theories learned, their ability to conduct international communication and document acquisition, their academic and professional background and vision, and their logical thinking ability and agility. Innovation ability assessment focuses on the candidate’s knowledge and personal understanding of the development trends of the discipline, assessing their potential for development in the field and judging whether they have the creative spirit, innovative ability, and comprehensive quality. This section mainly includes randomly selected questions and questions from judges. Comprehensive quality assessment score is in centesimal system, with a full score of 100 points.

Interview process: ① After entering the examination room, candidates should first submit their resumes, randomly select English test questions and answer them, introduce themselves in English, and answer questions from the judges in English. ② Extract questions and answer them. ③ Presentation of the content and scientific results of the master’s thesis. It is recommended to use PPT presentation for no more than 8 minutes, and the PPT file should be sent to 792921362@qq.com before 17:00 on May 12. ④Free questions from the interview judges and accurate answers from candidates based on the questions; ⑤Interviews are completed and scored by the judges.

3. Total score of second-round examination

Total score of “application-assessment” based candidates = background assessment*30% + foreign language proficiency assessment *10% + comprehensive quality assessment *60%. The total score is 100 points, accurate to two decimal places.

Total score of MD-PhD based candidate and the candidate for doctor’s degree in advance = foreign language proficiency assessment *20% + comprehensive quality assessment *80%. The total score is 100 points, accurate to two decimal places.

(III) Time and location of second-round examination

Time: at 08:00 a.m. on May 13, 2023

Location: Room 207 and Room 208 (for preparation) of No. 1 Teaching Building

(IV) Payment for second-round examination

According to the price document, the second-round examination fee is RMB 100Yuan/person. Payment platform website: http://pay.cug.edu.cn/xysf/ (The account number is the ID card number, the password is CUG @ the last six digits of the ID card, and the last X is capitalized).

(V) Physical examination

It will be organized and implemented uniformly after the admission of new students. For those who do not pass the physical examination, the relevant provisions on new students’ admission qualification examination will be implemented.

V. Proposed Admission

1. The MD-PhD based candidate and the candidate for doctor’s degree in advance will be accepted in the first batch after passing the second-round examination. “Application-assessment” based candidates for ordinary plan will be admitted according to the total score of second-round examination combined with supervisor enrollment plan from high score to low score. For candidates of the high-level backbone talent program for ethnic minorities qualified in the second-round examination, the proposed admission will be determined according to relevant requirements after the English test organized by the University.

2. Candidates who have one of the following circumstances will not be admitted or will be disqualified

① Unqualified in ideological and political quality and moral character assessment.

② Unqualified in background assessment.

③ Unqualified in comprehensive interview assessment.

④ Failing to take or failing in the second-round examination (unqualified if the total score of second-round examination is below 60).

⑤ Not publicized in the proposed admission list.

⑥ Failing to submit the targeted employment agreement on time as a targeted employment candidate; failing to transfer the archives on time as a non-targeted candidate.

⑦ Failing to submit degree certificate or graduation certificate and other required materials on time.

⑧ Providing false information.

3. The archives of the previous students who intend to be admitted as non-targeted candidates shall be transferred to this School before June 20, and fresh graduates can transfer the archives after graduation and before entering the doctoral program; students who are pre-assigned to the specific posts such as job-directed students and in-service students as the backbone of the national minority do not need to transfer the archives. If you fail to go through the proposed admission procedures within the time limit, the candidates will bear the consequences.

4. The results of second-round examination will be announced on the website of the school. After publicity for 10 working days without objection, this School will submit the proposed admission list to Graduate School according to the enrollment plan issued. All proposed admission lists must be reported to the Ministry of Education for examination and approval before they are officially accepted.
