Implementation Measures for the Selection, Training and Assessment of Student Cadres (Trial)

 

Chapter 1 General Provisions

Article 1 Student cadres are important helpers in the education management of higher education institutions, and they are an important force for students to exert peer influence, carry out self-education and achieve common progress. A high-quality, capable and conscious student cadres team is of great significance to the implementation of the fundamental task of establishing moral education in the university and school, and the promotion of the overall development and healthy growth of students. In order to further strengthen the construction of the student cadre team of the school, to comprehensively improve their quality, strengthen their ability and raise their awareness, and cultivate a reliable force for the student education management of the school, these measures are hereby formulated in combination with the actual work of the school.

Article 2 The term "student cadres" as mentioned in these Measures refers to the students who work in key positions of student party branches, classes (league branches) and student organizations in our school. Specifically, they include: members of the Student Party Branch of the school, principals of the Student Party Building Office and league organizations, department heads, class (league branch) monitors and secretaries, members of the Graduate Committee, assistant class teachers of new students classes, and the cultural, sports, video and drawing technical personnel who are often involved in the relevant work of the school.

Chapter 2 Selection

Article 3 Student cadres of the school should meet the following conditions:

1. They should have positive and progressive thinking, firm political stance, love the Party and the country, and support for the Party's various lines, guidelines and policies;

2. Be of good conduct, strict discipline, and abide by the rules and regulations of the university and school;

3. One should be active in learning, diligent and hard-working, with excellent academic performance, play a positive role in the construction of study style and basic civilization in his class and student organization, and play an exemplary and leading role in the group of students;

4. One should respect teachers, unite classmates and have a good mass base;

5. Work with enthusiasm, responsibility and dedication.

Article 4 The selection of student cadres should follow the working principles of open selection, fair competition, merit and democratic centralization, and be carried out specifically by the corresponding organizations under the guidance of the student affairs leading group of the School.

1. Members of the Student Party Branch are elected in accordance with the “Constitution of the Communist Party of China”, the “Regulations on the Election of Grass-roots Organizations of the Communist Party of China”, and the “Regulations of the Communist Party of China on the Work of Grass-roots Organizations in Ordinary Colleges and Universities.

2. Student Party Building Office and Youth League organizations conduct elections in accordance with their own articles of association, which are reported to the Student Affairs Leading Group of the School for approval.

3. The person in charge of the affiliated association and the captain of the school team are collectively recommended by the members of the organization and reported to the student affairs leading group of the school for approval.

4. Class (League branch) members are democratically elected under the guidance of counselors and class teachers.

5. Members of the Graduate Committee, assistant class teachers of new student classes and various technical members shall be selected by the responsible teachers according to their work needs.

Chapter 3 Training and Support

Article 5 The training of the Party Branch Members and student cadres of Student Party Building Office is carried out with reference to the Implementation Plan for the Training of Student Party Cadres (Trial) of the School of Mechanical Engineering and Electronic Information of China University of Geosciences (Wuhan) (JDDZ [2020] No. 1).

Article 6 The training of League organization members and class committee members of the school shall be implemented in accordance with the Implementation Plan for the Construction of "Xiang Yang League School" of the School of Mechanical Engineering and Electronic Information of China University of Geosciences (Wuhan) (JDXZ [2021] No. 1).

Article 7 The Youth League Committee of the school is specifically responsible for the training of the principals of the associations and teams of the school.

Article 8 In promoting merit to the Party and merit evaluation, priority is given to student cadres under the same conditions. For the main student cadres with particularly outstanding performance, the student affairs leading group of the school may give priority to recommend after collective consideration and approval.

Article 9 The student cadres will be given extra points as required in the student comprehensive quality assessment. For details, please refer to the “Implementation Plan for Comprehensive Assessment of Students in School of Mechanical Engineering and Electronic Information (2019 Revision) (Trial) (JDXZ (2019) No. 6).

Article 10 The main student cadres are eligible to apply for the Leadership Improvement Project, Management Improvement Project, and the special project of Xiangyang Climbing Class of the Youth Marxists Progtram in the Talent Program Funding Program of the School, and additional funding will be provided appropriately according to their work performance.

Article 11 Students who have served as student cadres of the school can apply to the school for a student cadre certificate, which can be used to prove their student cadre status in the process of civil service application, graduate qualification application, and career application.

Article 12 Students who have serves as the student cadres of the school will be recommended by the School to participate in various posting exercises, practical study and visiting programs under the same conditions, and will be given priority in selected candidates, working in national ministries and commissions, and grassroots employment.

Chapter 4 Assessment

Article 13 The assessment of student party branch members is based on the "seven powerful" construction objectives of the party branch, with the key of whether to promote the healthy growth and progress of the students and the focus on the comprehensive and orderly construction of the branch itself. Based on the daily work of the party branch and the results of the democratic appraisal at the end of the year and the annual debriefing reply, the outstanding party branch members will be commended.

Article 14 Under the guidance of the student affairs leading group of the school, all League organizations shall carry out the assessment and evaluation in the academic year according to their own organizational regulations. The assessment focuses on the members' personal morality, academic achievements, service awareness, work attitude and team cooperation, and the student cadres with outstanding performance shall be commended according to the assessment results.

Article 15 The assessment of class monitors is led by grade counselors, with the participation of class teachers and school Youth League organizations. The assessment is carried out from the two aspects of personal performance and work performance, and the monitor with excellent personal performance and outstanding work effect will be commended.

Article 16 The assessment of the Secretary of Youth League branch is led by the Youth League Committee of the School, with the participation of grade counselors, class teachers and school Youth League organizations. The assessment is carried out from the two aspects of personal performance and work performance, and the secretary of youth league branch with excellent personal performance and outstanding work effect will be commended.

 

Chapter 5 Supplementary Provisions

Article 17 The measures shall be interpreted by the student affairs leading group of the school.

Article 18 These Measures shall be implemented from the date of promulgation. In case of any inconsistency between other relevant documents and these measures, these Measures shall prevail.
