Implementation Plan for Ethnic Minority Students of the School of Mechanical Engineering and Electronic Information (Trial)

Ethnic minority college students are not only an important force in the future construction and development of the country, but also an important force to promote the regional development strategy as a whole. It is the responsibility and obligation of colleges and universities to speed up the training of ethnic minority talents. Doing a good job in the education and management of ethnic minority students is of great significance to promoting the stability and sustainable development of ethnic areas, enhancing ethnic unity and safeguarding national unity. This implementation plan is hereby formulated to further strengthen the education, management and service of ethnic minority students in our School, and strive to cultivate ethnic minority students into excellent talents with firm political stance and excellent professional quality.

I. Guidelines

Guided by Xi Jinping thought on socialism with Chinese characteristics for a new era, we should study and implement the spirit of General Secretary Xi Jinping's important exposition on national work, adhere to the fundamental task of cultivating people by virtue, take minority students as the center, take the awareness of the Chinese nation community as the fundamental direction, take strengthening the exchanges and exchanges among students from all ethnic groups as the fundamental way, closely follow the general goal of "the Chinese nation is a family, and building a Chinese dream together", follow the working philosophy of "focusing on peacetime, heart-to-heart, action and grassroots", and do a good job in minority students according to laws and regulations.

II. Work Objectives

Strengthen education and guidance to comprehensively improve the ideological level, political consciousness, moral quality and cultural literacy of ethnic minority students. Conduct in-depth interviews and exchanges to enhance students' sense of belonging, and help them establish a correct world outlook, outlook on life and values. Accurately grasp student information to ensure student safety and campus stability. Increase support and care for the growth and success of minority students.

III. Work Measures

(I) Establish a basic information account for minority students. Strengthen the dynamic management of student information and the process record of education management, so as to effectively reflect the basic situation and changes of students in thought and emotion, learning credits, physical and mental health, activities inside and outside the school, economic status, family situation, etc., update in time, analyze the causes of changes, and carry out targeted work.

(II) Strengthen education and guidance, and cultivate and practice the core socialist values.

1. Do a good job in the dynamic ideological arrangement of ethnic minority students. Counselors and head teachers should often go deep into ethnic minority students, and have heart to heart talks with them, to enhance emotional exchanges with ethnic minority students, and accurately understand their real ideological dynamics and psychological status.

2. Take activities as the carrier to strengthen ideological guidance. Take the important anniversary and theme education as an opportunity to carry out in-depth education on ideals, beliefs and patriotism. Strengthen the ideological and political education of ethnic minority students and establish a correct Marxist view of the state, nationality, religion, history and culture through lectures, reports, visits, exchanges and discussions, in-depth guidance, activities and competitions. Promote minority students' identification with the motherland, the Chinese nation, the Chinese culture and the road of socialism with Chinese characteristics.

3. Do a good job in the development of minority student party members. The guiding function of Party building and the carrier function of League student organizations are of inestimable significance to the cultivation and development of minority students. Through the work of Party and League organizations, we should strengthen the ideological education of excellent minority students, focus on ability training, build a platform for their growth and development, select excellent students as student cadres in a planned and focused way, and actively develop qualified excellent students to join the party.

(III) Implement the "Party member mentor project" to promote the healthy growth of minority students. Each faculty party member of the school is paired with 1-3 ethnic minority students to understand their situation and care about their study and life.

1. Do a good job as students' life tutor and strengthen their ideological education. Party member tutors shall have heart to heart talks with each paired student at least 3 times a semester, guide them to establish a good "motherland view" and "national view" through heart to heart talks, and encourage them to submit applications for Party membership.

2. Do a good job in the students life tutor, and strengthen their social responsibility. With love, filial piety, confidence and "responsibility consciousness, integrity consciousness, obsession" as the main education contents, enhance students' communication skills and self-confidence. Encourage students to engage in public welfare activities and volunteer service activities.

3. Be a good learning mentor for students to improve their learning ability and overall quality. At the beginning of each semester, we should take the initiative to understand the students' learning situation and failure, to understand the practical difficulties they encounter, to solve specific problems, to actively guide students to conduct "self-education, self-management and self-service", and to improve their overall quality and ability.

4. Be a good mentor for students' career choice and improve their employment rate. From the time minority students enter the school, we should carry out career planning education to understand their future goals and help them make plans for their future development.

(IV) Conduct in-depth interviews and exchanges to fully understand students' life and learning. Counselors and class teachers should strengthen communication with minority students to understand their ideological state, class attendance and study engagement, as well as their life, interactions and behavioral performance. Increase the frequency of interviews with students who have difficulties in their ideological state, mental health, course study, family finances, job hunting and employment and need care, attention and assistance. Carry out online and offline home visits for ethnic minority students, to introduce the basic situation of the university, student education and management, and students' performance in school, understand the students' families, and listen to the opinions and suggestions of students' families on the talent training of the school. Focus on students and ensure that the number of contact with students' families is not less than once per semester. For major concerns, make sure to contact students’ families at least once a semester.

(V) Strengthen the cultivation of students' backbone and give play to the leading role of examples. Excavate outstanding ethnic minority students who have outstanding performance in academic study, academic research, student work, internship practice, innovation and entrepreneurship, literature and sports, and graduation employment, take the initiative to build a platform to train ethnic minority students to become the backbone of students and play the role of leading by example to guide the students around them to make progress together.

(VI) Do a good job in building the study style of ethnic minority students. Each grade should hold a symposium on the construction of study style for ethnic minority students every semester, analyze the existing problems, put forward solutions, and effectively create a good learning atmosphere. Make use of the educational resources of the School to create favorable conditions and guide and mobilize more ethnic minority students to participate in academic research, innovation and entrepreneurship, practice and other educational activities, and promote the all-round development of students on the basis of consolidating their studies. For students with academic difficulties, arrange students with excellent results to pair up with ethnic minority students, and provide learning assistance in the form of "one-to-one", so as to solve specific difficulties.

(VII) Carry out targeted employment guidance. According to the characteristics of ethnic minority college students, targeted employment guidance should be set up to guide ethnic minority students to establish a correct outlook on job selection and enhance their employment awareness and employability. Carry out one-to-one employment guidance and key recommendation for students with employment difficulties. Strengthen the publicity of employment policies and guide ethnic minority graduates to find jobs at grass-roots level, in enterprises and start their own businesses.

(VIII) Carry out cultural sharing and characteristic interaction to promote cultural education. Take the important anniversary and national traditional festivals as an opportunity to organize and carry out "national unity education" and "psychological lectures", encourage students to actively participate in the "national culture exhibition" of the University, and attract students of all nationalities to share national culture and create a better future by holding themed class meetings, League meetings and other activities. At the same time, make overall arrangements for the classes and dormitories of ethnic minority students to avoid the concentration of ethnic minority students in the same class and dormitories, so as to facilitate the mutual exchange and learning between students of different nationalities.

(IX) Do a good job in funding and educating. We should do a good job in rewarding and subsidizing ethnic minority students, and accurately grasp the economic situation of students' families through family survey and contact with students' families. Do a good job in subsidizing and educating people, and encourage students to participate in work-study jobs in the university and create value with labor. In the selection of awards and grants, we should give appropriate preference to excellent minority students, do a good job in gratitude and integrity education, and guide students to use school grants for individual development. Provide care and financial support to students with sudden family changes, and help minority students to complete their studies.

(X) Do a good job in mental health education for ethnic minority students. Through psychological survey, heart-to-heart conversation and other means, we can accurately grasp students' psychological status and strengthen the conversation guidance of students with key concerns. We should provide psychological counseling and adaptive guidance to help students overcome the psychological gap caused by the maladjustment of basic education level, Chinese language ability and curriculum learning, and adapt to the educational management of the University.

(XI) Do a good job in safety education. At the beginning of the school year, organize students to study national laws and regulations, school rules and regulations, and sign the safety commitment. Do a good job in the investigation of religious beliefs, focusing on the investigation of religious beliefs of freshmen, and timely educate and guide students who believe in religion. Deepen network security education, advocate civilized Internet access, standardize network words and deeds, guide ethnic minority students to consciously stay away from bad information, and strictly prevent illegal elements from using campus network and modern communication tools to spread harmful ideas.

IV. Condition Guarantee

(I) All faculty members of the college should adhere to the fundamental task of cultivating people by virtue, devote themselves to the work of minority students with a positive attitude and full of enthusiasm, make concerted efforts, form a joint force, ensure practical results, and jointly promote the growth of minority students in our school. 

(II) The plan is interpreted by the student affairs leading group of the school. Matters not covered shall be discussed and formulated by the leading group with reference to the relevant regulations of the university.

(III) During the implementation of this plan, if the superior department or the university issues relevant new documents or makes policy adjustments, it shall be implemented in accordance with the provisions and policies of the new documents.

(IV) The plan shall be implemented as of the date of issuance. In case of any conflict between the previous relevant provisions and these measures, these measures shall prevail.
