Construction Implementation Plan of “Xiangyang Youth League School” of the School of Mechanical Engineering and Electronic Information of China University of Geosciences (Wuhan) (Trial)

 

In order to further study and implement Xi Jinping thought on socialism with Chinese characteristics for a new era and the spirit of the 19th CPC National Congress, to implement the “Medium and Long-term Youth Development Plan (2016-2025)”, to carry out the fundamental task of moral education, to strive to cultivate a group of young Marxists and advanced students with firm ideals and beliefs, and to comprehensively deepen the training and education of young backbone, this plan is hereby made based on the practical work.

 

I. Main objectives

 

Conscientiously implement the important thoughts of general secretary Xi Jinping on youth work, focus on the education of ideals and beliefs and the improvement of quality and ability, as well as the fundamental task of moral education, and help the young students to enhance their identification with the Communist Party of China and the socialist system with Chinese characteristics, firmly establish the “four consciousnesses”, strengthen the “four self-confidence”, achieve the “two maintenances”, strive to cultivate a batch of backbone students in the new era who have firm political stance, love for the great motherland, solid theoretical foundation, outstanding quality and ability, and have the courage to work hard, and lead them to unite closely around the Party Central Committee with Comrade Xi Jinping as the core, so that they will grow into a socialist qualified builder and reliable successor for all around development of moral, intellectual, physical, aesthetics and labor education

 

II. Fundamental principles

 

1.  Upholding the leadership of the Party. Implement the principle that the Party is in charge of the youth and the Party is in charge of the talents, so that the Party’s theoretical knowledge, line, principles and policies will run through all fields and the whole process of Youth League school training. Under the leadership of the Party committee of the School, the construction of the Youth League School will be implemented by the Youth League Committee, and will be systematically designed and promoted as a whole with concentrated resources.

2.  Focusing on Ideological and political quality. The training of Youth League school should focus on the improvement of the ideological and political quality for Youth League members and backbone students, focus on strengthening the study of Xi Jinping thought on socialism with Chinese characteristics for a new era, and carry out “four histories” education, so as to enhance the young students’ high recognition of the Communist Party of China and the socialist system with Chinese characteristics

3.  Highlighting problem orientation. The training content of the Youth League school should adhere to problem orientation, combine with the basic characteristics of the backbone of the Youth League, and focus on solving the prominent problems such as the need to further deepen the theoretical study, the need to further enhance the coordination between study and work, the need to further improve the overall outlook and innovation ability of work, and the need to further improve the work skills and methods, so as to improve the students’ comprehensive quality and ability.

4.  Reasonable stratification and classification. According to different grades, different groups and different fields of work, the Youth League school should reasonably design training classes at all levels, carry out relevant education in different categories, and carry out training work in a targeted way.

5.  Laying stress on practice improvement. On the basis of theoretical learning and skills teaching, the training practice of League learning is carried out through practical work guidance, practical research, theme propaganda and other forms to help the Youth League members and the backbone integrate knowledge with practice.

 

III. Class type

 

(I) Xiangyang dream building class - training for the freshmen of the School

 

1.  Purpose:

Help the new backbone students of each class League branch to better adapt to the learning and working environment in university, to understand the job responsibilities and post duties and to master the relevant work skills, so as to lay a solid foundation for the development of student affairs of the School.

2. Training objects:

All freshmen monitors and League branch secretaries, and newly appointed monitors and League branch secretaries of all grades

3.  Opening time:

October to November every year

4. Training content:

(1) Strengthening the guidance for basic work. Systematically introduce the construction requirements and main work of the class and Youth League branch, and strengthen the training and guidance for the use of office software, official document writing, activity planning, photography and other specific work. Carry out the training courses on basic office software operation and other basic skills to help student cadres better adapt to daily work and to effectively improve their work efficiency.

(2) Guiding the class and League meetings. It is the cornerstone of ideological construction and class construction to hold a good class and League meeting. The backbone of the class and League should understand the significance of the class and League meeting, so as to avoid the meeting becoming mere formality and floating on the surface. The training will guide the backbone students to play the role of the class and the group meeting effectively, and lay a foundation for better servicing students.

(3) Strengthening the responsibility of the backbone. The work of monitors and League secretaries is an important part of the basic work of the School. The training is committed to improving the sense of identity, the sense of achievement and acquisition of work for monitors and League secretaries, making them realize their important role in class management and construction, so that their sense of responsibility will be further strengthened.

5. Training implementation:

Led by the Secretary Department of the Youth League Committee, the teachers of the School, main student cadres of the League Committee and student union will be invited to carry out relevant training to ensure that the training contents are well implemented.

 

(II) Xiangyang dream chasing class - training for monitors and League secretaries of the School

 

1.  Purpose:

The training is to promote and implement the student affairs of the School in an all-round way, to effectively improve the theoretical level and working ability of the main backbone students (monitors and League secretaries) at the grass-roots level, to help them enhance their work confidence and improve their attention to and recognition of their own work, and to provide a solid guarantee for the better construction of grass-roots class and League organizations.

Throughout the year, relying on the regular meeting for monitors and League branch secretaries

4. Training content:

(1) Strengthening theoretical study. Strengthening theoretical study is the need of the backbone students to enhance their responsibilities and carry out their missions bravely, and is the key to enhance the implementation. The training will focus on Xi Jinping thought on socialism with Chinese characteristics for a new era and the basic knowledge of the class and League, to enhance the ideological and political quality of the individuals and enhance their ability.

(2) Strengthen responsibility. Strengthening responsibility is not only the need for the backbone students to improve themselves and temper themselves, but also the foundation of serving the students. The training will effectively enhance the sense of responsibility of monitors and League branch secretaries through example preaching and case sharing, so as to lay a foundation for better work.

(3) Guiding the construction of class and League. The construction of class and League is the core content and key of the work of class and League branch, and it is particularly important to guide the backbone students to master relevant skills. The training will focus on the common problems in the construction of the class and the League, and answer questions for them, so as to reduce their work pressure and burden and enhance their sense of achievement and acquisition.

(4) Training exchange. The theme class and League meeting is the basic link for the class and League branch to carry out ideological education and enhance cohesion, which is of great significance to the construction and development of the class and League branch. The teachers of student affairs leading group and excellent monitors and League branch secretaries will be invited to share their experience on how to carry out diversified and rich theme class and League meeting, so as to effectively improve the effectiveness of the class and League meeting.

5.  Training management:

(1) Training form. The training for monitors and League branch secretaries will be carried out through the regular meeting for monitors and League branch secretaries once every two weeks. The training scope shall be appropriately expanded according to the training content, and some class committee members and League branch committee members are included according to the actual situation.

(2) Training implementation. The training shall be organized by the Secretary Department of Youth League Committee, and both organization department and information and publicity department will participate in the implementation. Before each meeting, select the training content and form, and invite relevant teachers and students to give lectures.

(3) Evaluation and assessment. The work evaluation of the monitor and the League Secretary shall be conducted in accordance with the Monthly Evaluation Plan for the Monitor and the League Secretary of the School of Mechanical Engineering and Electronic Information, and the results shall be published once a month.

 

(III) Xiangyang dream fulfilling class - training for the backbone of the League organization

 

1.  Purpose:

The training is to further improve the construction of the League organization, to improve the ideological and political quality of the backbone students and Youth League members, to clarify the work tasks, responsibilities and requirements, to improve their work ability and level, and to cultivate the reserve force for the main student organizations of the School.

2. Training objects:

New members of the Youth League organization, and main backbone student candidate

3. Opening time:

April to May: training for backbone student candidates

October to November: training for new members of Youth League organization

4. Training content:

(1) Enhancing service awareness. The Youth League Committee and the student union are the main student organizations under the leadership of the Party, so the backbone must have a strong sense of service and responsibility. Through theoretical study and model demonstration, the training will continuously enhance their sense of service and responsibility, so as to lay a foundation for better serving students.

(2) Keeping in mind the responsibility. Different organizations and departments have different responsibilities, and the backbone students should fully understand the responsibilities and requirements of their posts. Work meetings, material learning and practical training will help them remember the responsibilities and requirements and carry out their work effectively.

(3) Improving the organizing capacity. The work of League organization involves the organization of all kinds of activities. As the main backbone students, it is necessary to have a comprehensive consideration of the significance, content and form of the activities. The training will focus on the planning, overall organization, coordination, implementation and summary of the activities, so as to effectively improve the organizational ability of the backbone of the League organization.

(4) Experience sharing. In order to help the backbone to better carry out their work and continue to play the leading role of peers, the training will invite the previous outstanding backbone students to share experience, to help the relevant League backbones absorb excellent experience and effectively solve problems in their work.

(5) Enhancing practical training. In order to train the backbone of League organization in practice, the training will integrate resources, arrange specific work in groups to integrate the training into their specific work, and provide follow-up guidance and evaluate in a timely manner, so as to solve problems and improve ability in practice.

5.  Training implementation:

The Deputy Secretary of the Youth League Committee and the members of the presidium of the student union are jointly responsible for the implementation. Instructors and previous major student backbones shall be invited to carry out training and guidance. The Youth League organization shall implement the training according to its own situation.

 

(IV) Xiangyang advanced class - Young Marxist Training Project of the School

 

1.  Purpose:

The training should uphold Xi Jinping thought on socialism with Chinese characteristics for a new era, focus on the fundamental task of moral education and follow the growth law and actual needs of the backbone of college students. Through the implementation of training course for “Young Marxist Training Project”, organize the backbone of college students to systematically study Marxism Leninism, Mao Zedong thought, Deng Xiaoping theory, and the important thought of “Three Represents”, the scientific outlook on development and Xi Jinping thought on socialism with Chinese characteristics for a new era, adhere to the political nature, highlight the ideological nature, pay attention to practicality, truly educate and guide the students to deeply understand the conditions of the nation, society and people, strive to cultivate the pure heart to the people and the ability of organizing and publicizing the masses, so as to make them truly grow into the young political backbone who are loyal to the Party, absolutely reliable, and can fight for the Party’s cause at a critical moment.

3.  Opening time:

Each term lasts for one year, from June of this year to May of the next year.

4. Training content:

（1） Theoretical training. It shall highlight the characteristics of political training by taking Marxism-Leninism classic original works and the basic principles of Marxism as basic courses and taking Xi Jinping thought on socialism with Chinese characteristics for a new era as a required course, design several theoretical learning units, including socialist theories with Chinese characteristics, Party history, national history and national conditions, the core values of Chinese socialism, and situation and policy education. Invite relevant teachers for training to help students establish a firm belief in Marxism.

（2） Practice. Combine the education of ideals and beliefs with the education in revolutionary tradition and combine the training with practice, organize students to take the road of China’s revolution, reform and opening up, and the road to modernization and power, explore the way of governing the country by General Secretary Xi Jinping, and organize inter-school exchanges, voluntary service and labor training, so as to enhance students’ ideal and belief, aim consciousness and mass concept.

（3） Special subject study. In combination with the theme practice of “Road to Learn”, “My Third Eye” College Students’ social observation theme education activities, summer social practice and other activities, encourage the trainees to choose their own direction and projects according to their major and personal interests, and to think deeply, study and explore, form opinions, carry out extensive propaganda around the social hot spots, difficulties and focuses that college students generally pay attention to, so as to strengthen their concept of right and wrong and enhance their social insight. Actively get support, create favorable conditions, adhere to the principle of combining “inviting in” and “going out”, organize and guide trainees to carry out various kinds of exchanges through various channels. If it is available, recommend excellent trainees to participate in higher-level exchange activities such as international and domestic conferences, forums and visiting programs, so as to cultivate and enhance the international vision of the backbone of college students. 

5.  Training management:

（1） Class running. Set up virtual class and functional Youth League branch. The Secretary of the Youth League Committee of the School acts as the head teacher and is responsible for the class. The class committee and Youth League branch committee are selected from the members of the class to be responsible for the daily affairs of the class.

（2） Training implementation. The Secretary of the Youth League Committee of the School shall formulate the relevant training contents, supervise the implementation, and invite the relevant teachers of the School to be responsible for theoretical study, outside practice and other relevant learning contents.

 

(V) Xiangyang development class - training for applicants for League membership

 

1.  Purpose:

In accordance with relevant provisions of the Detailed Rules for the Development of League Members of the Communist Youth League of China, League organizations should attach great importance to the education, training and investigation of activists, and form a working mechanism combining centralized education with daily training and investigation. The training will carry out the education on Party theory, socialism with Chinese characteristics and Chinese dream, the core values of Chinese socialism, and “four histories”, and the League constitution education and the fine tradition education of the League for the League activists, teach the League song, and help them improve ideological awareness, correct the motives for joining the League, and establish the belief of striving for the cause of communism.

3.  Opening time:

The training will be carried out in each semester according to the development of League members

4.  Training content:

(1) Learning to sing the League song. Better understand the meaning of League song, enhance organizational cohesion, and help every activist for League membership sing the League song well.

(2) Studying the constitution of the Youth League. The Constitution of the Communist Youth League of China is the program of action for the Communist Youth League of China to implement the Party’s spirit and overall leadership. Strengthen the awareness education of the League members, and help every activist to study, understand and use the League constitution.

(3) Education on “Four Histories”. League class is a necessary link for the development of League members. The training will start with the design and development of League class, and strengthen the education on the history of the League, the Party, the new China, the reform and opening up and the socialist development, so as to effectively enhance the ideological and political awareness of activists.

(4) Standardizing the League joining ceremony. To strictly implement the League member development process and increase the education on sense of ceremony, the training will conduct the entry ceremony as required, put forward the requirements and hope for new members, and effectively improve the sense of honor and belonging of the Youth League members.

5.  Training implementation:

Led by the Organization Department of the Youth League Committee, the relevant teachers of the School and the main members of Xiangyang advanced class will carry out League education and provide Youth League class for the activists, and determine relevant learning contents for them.

 

IV. Job security

 

1. Improving the working mechanism. All the training classes are carried out under the leadership of the Party committee of the School and the guidance of the Youth League Committee. The Deputy Secretary of the Youth League Committee and the members of the presidium of the student union shall take the lead in the implementation. All the student organizations should cooperate to ensure the smooth completion of the training with high quality.

2. Strictly controlling the quality of training. Establish the corresponding supervision and evaluation mechanism, strengthen the discipline education of the trainees, ensure that the trainees abide by the various systems of the training class, arrive at the class on time, practice and report on time, and gradually improve the efficiency and quality of learning and training. Give full play to the peer model incentive effect of excellent trainees, and set up a good model. The training performance of trainees will be taken as the reference basis for awards appraisal for organizations and individuals.

3. Strengthening resource allocation. Make use of the resources of the School, get support from the School, and extensively invite outstanding teachers, outstanding student affairs workers and outstanding backbone students from other Schools of the University to carry out the training, so as to provide support and guarantee for the implementation of Xiangyang League School.

4. Making a summary in time. Xiangyang Youth League School is a long-term project. In the process of work promotion, we should timely and seriously summarize the implementation experience, continuously deepen the work, strengthen the work exchange inside and outside the University and among schools, and promote the continuous progress of the work.
